The Assessment of AML/CTF Control Measures: The CAMLO's Role


The Canadian Anti-Money Laundering Institute, CAMLI, as part of its continuing program to provide ongoing education and skill development for Canadian Compliance Officers, is pleased to offer a one-day workshop focused on the self-assessment of AML/CTF compliance control measures.

Seminar Description

AML compliance officers are sometimes directed by their regulatory authority to ensure that a self-assessment of compliance control measures be undertaken on a scheduled basis, typically annually. A structured approach to quality assurance, self-assessments can provide a measure of the adequacy and appropriateness of such regime elements as the inherent risk assessment, the corporate policy and procedures, training program, and those miscellaneous controls put in place to mitigate identified money laundering/terrorist financing risks. Assessments need to be both legislatively and operationally focused and provide such outcomes as:

  • The value and efficiency of the compliance programs controls;
  • The adequacy of the processes used to mitigate identified risks for money laundering and terrorist financing activity;
  • Options for implementing remediation responses to inadequate controls; and
  • Maximizing the use of compliance resources to manage areas of greatest risk.

The seminar will benefit compliance officers from across all designated reporting sectors. Those attending should take this opportunity to measure their own assessment programs against the benchmarks presented during this seminar. Case examples will be discussed and the opportunity for attendees to share their own experiences and questions in a learning forum will be promoted and expected. The seminar is a perfect opportunity for all participants to review common problems and perceived best practices, enhancing the compliance officer's toolkit and strengthening their contribution to their company's overall compliance program.

Jean-Francois Lefebvre LLB. CAMS
Private AML Consultant

Jean François Lefebvre is a Lawyer and a member of the Quebec Bar Association. He has more than 9 years of experience in advising Canadian organizations on AML compliance matters. He is a frequent lecturer at Canadian conferences and has written articles for various magazines/associations on the topic of AML. Prior to establishing his consulting practice, Mr. Lefebvre worked with FINTRAC for 7 years. He chaired different National Working Group Sectors during his time with the agency, travelling throughout Canada and working with organizations from all Canadian provinces. During his career, he has conducted AML compliance reviews of over 260 Canadian organizations (about 100 of them being financial institutions and MSBs) across all designated sectors covered by the Proceeds of Crime (Money Laundering) and Terrorist Financing Act.
